What is eCMR?

The CMR

The CMR (Convention on the Contract for the International Carriage of Goods by Road) has governed international road transport since 1956. It defines the consignment note, sets liability and carriage rules and applies across borders as an international treaty.

The eCMR

The eCMR is the digital version, enabled by the Additional Protocol of 2008, which allows the consignment note to be created, signed and exchanged electronically.

Why eCMR matters

A plug-and-play stanadard for EU: It harmonizes how the consignment note works across countries, rather than leaving each market to invent its own.

Civil-law document for private use: its core purpose is contract evidence and liability between the commercial parties (sender, carrier, consignee).

Ratified by ~40 countries Europe wide, and adoption is accelerating.

Key legal nuance: eCMR is fundamentally a private / civil-law instrument — proof of the transport contract and the condition of goods. This is different from public / administrative documents that authorities require for control purposes. Understanding this distinction is central to compliance.

What makes an e-signature legally valid: eIDAS

Replacing a physical signature on the consignment note requires compliance with the eIDAS Advanced Electronic Signature standard.

To hold up at a roadside inspection or in court, each signature must:

Use signature-creation data kept under the signatory's sole control (e.g., an app-free one-time password or secure QR code)

Be bound to the transport data so that any later alteration is immediately detectable

Be uniquely and securely linked to the signatory

Identify the signatory with certainty
